Reform bill promises progress for the Scottish penal system
A penal reform bill has reached its final stage in Scottish Parliament.
The Management of Offenders Bill aims to launch a GPS tracking system to monitor individuals serving sentences outside prison or released on parole.
Radio frequency is currently used to track people who are being electronically monitored. This tracking method can only be used to decipher when a person is inside their home, but cannot detect their exact location.
Donna McEwan from the Centre for Youth and Criminal Justice believes that the planned legislation could help to both protect the public and support the lives of offenders.
